Fix the intro sometimes lacking sound under NOMD5
I just decided to remove the conditional because I don't understand it and removing doesn't immediately break anything as far as I can tell. If this isn't a good idea, I can just look into separating some stuff with the intro ticker/drawer.

Does frameskipping still kick in when the framerate goes down to keep game logic running at the correct real-time speed?

SV_Maketic(), which stores a frame of inputs in the tic buffer. (This is used in single-player too, I think.)
Have you tried this in a netgame? Particularly it's what happens if you are not the host I am interested in knowing here.
Yeah I only tested playing for a while in a few netgames.
